If you offer free shipping above a threshold, there are many ideas that can work out of the box with Shopify:
- Price below X collection
- Named collection for add-ons, accessories, etc
- Tagging low-priced products along with a filter or links to filter
- Direct links from each product to those filler products
- Product recommendations on the cart page
