While there's no easy answer, there are enough rules-of-thumb and industry statistics that can be used to give you a better idea of where to focus.

I need more traffic

The calculator says you need more traffic when it isn't high enough to use conversation rate optimization. You might get a few orders per month but in order to be able to know for sure if an improvement was good or not, you'd have to wait too long.

In this case, you should focus on more traffic first. Once that's ticking along then you can focus on conversation rate optimizations.

There are 1,000s of ways to earn or buy more traffic. The important part is to pick one strategy and stick with it in the long-term. Most traffic strategies take time before they start producing consistently.

(Email marketing isn't included in the above list because while it's a great marketing strategy for conversions and building loyal customers, it's not great at generating top-of-the-funnel traffic. But don't neglect building a list...)

I need a better conversion rate

If you have enough traffic and need a better conversion rate, you'll need to work on your store to better win the trust of visitors so they buy.

You have a lot of options available to you for conversion rate optimization but first you need to diagnose where the problem is. Trying to fix your conversions anywhere other than the problem area will waste your time and won't result in any measurable improvement.

Using software like Google Analytics and heatmaps are usually helpful diagnosis tools. Alternatively you can read what Ilana Davis says on the topic, he has a lot of great resources on conversion rate optimization for Shopify and ecommerce stores.
